Help with Admin re-login over and over issue

I am trying to start over with a fresh install of 2.3.6 no updating needed. But all of a sudden I am getting an admin login loop happening. I click login twice before it logs me in, I click around a little bit and it takes me out to the admin login again. It does this over and over. I have created a video that you can see what is happening when it does this. Also note it does this on the front end as well with this error over and over. I have a VPS with 48GB ram and 12 core with a 2TB HDD. So I know it's not that. Hosted on Contabo, very very fast.

check your php it not run. if use proxy check it too.
