Limit the number of threads / resources that can be created in a time cycle

This feature helps you to limit the number of threads / resources a member can create in a period of time.

Parameter settings:
XenVn Setting -> Limit:
+ Limit Create Thread / Resource: Toggle the function
+ Limit Create Mode: Count limit for All Forums / Resources (use User group permissions) or for Each Forum / Resource separately (use Node / Resource category permissions)

User group permissions, Node permissions, Resource category permissions:
+ Limit the number of threads can create
+ Cycle time of the number of threads can create (hours, max 720)

If you set the cycle time limit to 24 hours.
When a user starts creating a thread / resource, the program looks for all of that user's threads / resources in the last 24 hours from the current time. If eligible, users will be allowed to create new threads / resources.

Will be integrated in XenVn add-on from version 1.7.3
