Hi, enable administrator to upload media in resource

Hi, in my forum, registered users will upload resources, that will come to our approval queue, admin will check and approve it,
here i want to know how to make visible the upload file field to attach another file by admin.
i searched everywhere in the user groups permissions but could not do that option.
any help appreciated. Thanks

all i set yes , but still the option is not coming, when i edit the resource same problem, we could not attach media, there is no such option. anything else?
