Usergroup promotion not promoting member

Hi, please my usergroup promotion does not promote member from Level 1 to Level 2 even when the member logs out and login again, it still remains the same unless i rebuild the User group cache before it can work

Any idea on what to do?

Check Cron entries:
User group promotions -> Enable
